Players in last place should have friendly robber to even the feild. Players will bully one player even if they are last place at times to reap them of resources if they are hordiing a type of resource.
As an alternative if another player shares a resource tile with the player in last, and the robber is moved to that tile, only the player not in last get’s robbed.
