This happened awhile ago, and it just happened now I stopped playing for a while because of it. I had about three settlements left and I built two roads and there were no other settlement near mine. I tried building on the port and it didn’t give me the option to even though I had all four resources. I had three remaining settlements and like I said there were no other settlements in the way at all. I have a screenshot please fix it.
