Bug in gameplay#462

I was not able to place a settlement in the 6 Ore with 3:1 port even though I had a settlement available. I beleive this was due to the opponent’s settlement placed at 8 wood. Please fix this.

Hello, that’s not a bug, the rule also applies for sea tiles. You can only build 2 spaces away from any other building
