There should be a variant game mode called Socialist Catan. It’s similar to regular Catan but with one key difference. Whenever a 7 rolls, instead of everyone over 7 cards paying half to the bank, instead everyone pools their hand into 1 giant pot of resources. Then the cards are shuffled and the resources are distributed in order starting from the player who rolled the 7 in turn order. So lets say in a 4 player game, the players have 1, 2, 3, 4 resources in their hand respectively. Then a 7 rolls and they all pool their resources into a pot with 10 cards. The cards are shuffled and then redistributed so that the person who rolled a seven gets a random card, then the next player gets their card, it goes in a circle tell the pot is empty. In this example, the person rolling the 7 and the next player after him will have 3 cards and the next 2 players after that will have 2 cards. A simpler and less “infuriating” way is that the players who have more than 7 cards send cards of their choice until they have only 7 in thier hand into the pot. Then it is shuffled and redistributed. In this case, Imagine the players having this many cards when a 7 is rolled.
P1(7 roller): 10 cards
P2: 9 cards
P3: 4 cards
P4: 0 cards
After the 7 is rolled, players with more than 7 cards will send some money to charity to redistribution and will have this many cards.
P1(7 roller): 7 cards
P2: 7 cards
P3: 4 cards
P4: 0 cards
Pot: 5 cards
Then the cards a shuffle and redistributed and the final hand size will be
P1(7 roller): 9 cards
P2: 8 cards
P3: 5 cards
P4: 1 cards
There are definitely other ways to handle this and details that need to be fleshed out but this is the general framework.
